The mandate allowed:
- To conduct a study on the causes of academic deficiencies observed in students (in mathematics and Spanish) at the end of their secondary education
- To implement a training on teaching pedagogy of the basic subjects for teachers in Technical and vocational training
- To develop an action plan to upgrade the skills of the students and teachers in basic subjects
- To implement a monitoring and evaluation system
- To train the teachers in monitoring and evaluation
