Administrative procedures for international students

It is important educational institutions understand the administrative procedures international students must comply with so as to be able to support them throughout the admission process. Roughly 5 or 6 months are required for the international student to complete all the necessary administrative procedures, from the moment he/sher sends in an application for admission in a vocational training center in Quebec. Here are the essential steps international students need to follow:

1) Send in an applicaton for admission to the vocational training center and an application  to request a comparative evaluation of the studies completed outside Québec.

·         Allow roughly 20 business days for the comparative evaluation.

·         Visit the Comparative evaluation of studies section of the website for more information.

2) Complete an online request for a Certificat d’acceptation du Québec (CAQ) from the MICC

  • Complete the online form
  • Securing the CAQ is a prerequisite for getting a Canadian Study Permit
  • Expect to wait at least 4 weeks to get the CAQ
  • Further information is available on the ministère de l’Immigration et des Communautés culturelles du Québec website:
                -  Conditions to obtain a CAQ
                -  Proof of financial standing to be provided to obtain a CAQ.

Note: When requesting a CAQ, students must not identify Éducation internationale in the Autorisation à communiquer des renseignements à une tierce personne or in the Autorisation de représentation dans mes démarches. In fact, doing so could slow down the CAQ request process since the response from the ministry will not be forwarded directly to the student.

3) On receipt electronically or by mail of the CAQ, make an online request for a Canadian Study Permit and a request for a work permit (for the obligatory work placement/internship) from Citizenship and immigration Canada (CIC)

  • Complete the online form and send by express mail to CIC the documents indicated in the online request in order for the request to be processed,
  • Expect to wait roughly 2-3 months to obtain a Study Permit if the request was made on line and more than 4 months if the request was made by mail.

Note: in connection with the request for a CAQ, students must not identify Éducation internationale in the Autorisation de représentation dans mes démarches. In fact, doing so could slow down the processing of the request for a Study Permit, because the response from the ministry will not be forwarded directly to the student.
